There’s a subtitle here that Google Translate renders as “Sewer cleaning wagon. (System of Chief Engineer Mr. Belgrand.)”. This is engineering from the third quarter of the 19th century, used to keep cities cleaner than they’d ever been before.
I found this in the public domain collections of the Paris Museums, specifically the Musée Carnavalet, Histoire de Paris.
